    You state "Franchising is less risky than small business ownership thanks to its regulations and support", that statement implies that all franchises offer the same success rate. The reality is that some franchise systems are worthy and some are not. Regulation mostly covers disclosure, laws do not regulate risk, as long as the franchisor discloses sufficient information they comply with the regulations.
